WASHINGTON—President Biden plans to nominate University of Pennsylvania President Amy Gutmann to provide as U.S. ambassador to Germany, turning to an ally who helped him create a international-plan center right after the Obama administration.

The White Household introduced Dr. Gutmann’s nomination Friday, earning her the 1st U.S. ambassador select to a Group of 7 country.
